党的十九届四中全会首次专门研究部署国家制度和国家治理问题,实现了独辟蹊径的制度赋能,是新时代加强和创新社会治理的航向标。2012年以来七届"社会治理全国典型案例创新奖"的210项获奖项目,是反映中国社会治理实践创新领域的一个高度浓缩和极具代表性的样本,通过对其量化分析发现中国社会治理实践创新正经历多元化创新领域显现、基层化创新动力崛起、多中心区域创新格局形成、党政引领创新活力迸发等显著的演变特征与趋势,同时也揭示了现阶段中国社会治理创新面临的不足与挑战。展望未来,总结社会治理的"中国经验",探索、把握社会治理发展规律,完善有中国特色的社会治理体系,必将有益于社会治理体系和治理能力现代化的全面实现。

The 19th plenary session of the Communist Party Central Committee for the first time devoted to the study and deployment of state institutions and governance issues. Since 2012, the 210 awards projects in seven terms of "Innovation Award for National Typical Cases of Social Governance" are a highly concentrated and representative samples reflecting the innovation field of social governance practices in China. Through the quantitative analysis, it found that the innovation of social governance practice in China is experiencing significant evolution characteristics and trends: the emergence of diversified innovation fields, the rise of grassroots innovation impetus, the formation of multi-center regional innovation pattern, and the burst of innovation vitality led by the party and government; at the same time, it also revealed the deficiencies and challenges of social governance innovation in China. Looking forward to the future, we should summarize the"Chinese experience"in social governance, explore and grasp the development law of social governance, to improve the social governance system with Chinese characteristics, which will certainly be conducive to the full realization of the modernization of social governance system and governance capacity.
