中印跨境河流涉及雅鲁藏布江—布拉马普特拉河、恒河和印度河三大水系，均发源并流经中国西藏地区。印度作为流域国家，跨境河流不仅为其提供了基础性的自然资源，更被其视为重要的战略资产：跨境河流开辟的河谷通道不仅为南亚次大陆和青藏高原的经济文化交流架设了陆路通道，亦是历史上英印殖民者对西藏边地进行政治渗透和蚕食的主要场域；跨境河流基础设施建设不仅是印度政府控制和侵占中国固有领土的战略依托，亦是引导国际舆论对中国施压的地缘政治工具；跨境河流叙事不仅是印度政府向国内外投射虚假“历史叙事”的载体，更是其塑造国家及地区认同的文化工具。因此，基于中印跨境河流与西藏安全和发展多维度互嵌的历史和现实，本文系统分析印度政府涉中印跨境河流的战略举措及其特征，旨在为透视和研判其相关内政外交实践提供多元化的参考。
