建设西藏生态安全屏障是国家赋予西藏地方政府的主要职责,也是关系西藏经济未来可持续发展的主要因素。财政政策由于具有良好的外部正效应,是促进生态环境的有效制度安排,应该着手构建西藏绿色财政体系,积极发挥财政政策效应,确保西藏生态屏障建设战略目标的实现。
Abstract：The construction of an eco-security barrier is one of the major responsibilities of Tibet local government entrusted by the Central Government.It's also a dynamic driving force for the sustainable development of Tibetan economy.In constructing this eco-security barrier,the author maintains that a green financial system should be established in order to employ the positive external effect of financial policies.These financial polices will also provide an institutional guarantee for the construction of the eco-security barrier in Tibet.
