Abstract：It is important to study the spirit of the 19 th National Congress of the Communist Party of China,and to understand President Xi Jinping's thoughts on the construction of socialist ecological civilization withChinese characteristics in new era. It is significant to further understand the promotion of construction of ecologi-cal civilization in Tibet, to firmly establish a ecological civilization concept, and clarify work focus.
