中央第七次西藏工作座谈会对西藏融入周边地区具有多方面重大意义,包括进一步谋划援藏区域战略蓝图、强化西部大开发背景下援藏和涉藏整合、通过责任调整让西藏区域融入工作更加科学、务实等。在新区域战略蓝图下,西藏面临新发展机遇,不仅明确了方向,也获得更加优越的制度保障,从而更有条件考虑自己的区域融入问题。新时期筹划西藏区域融入的战略背景时,需要从纯市场视角、无形之手和有形之手叠加下两方面分析,遵循市场机制服务援助机制,援助机制以市场机制为补充,由输血到造血、主动发展原则。西藏融入周边可遵循通道创"业"、文化创"意"、旅游创"收"、净土创"产"、环境创"利"、资源创"富"、平安创"福"、开放创"位"等"八创"战略路径。

The Seventh CPC Central Committee Forum on Tibet Work is of great significance to the integra-tion of Tibet into the surrounding areas. Under the new regional strategic blueprint, Tibet is faced with new devel-opment opportunities. It not only has a clear direction, but also has a better institutional guarantee, so that it is ina better position to consider its regional integration. When planning the strategic background of Tibet's regionalintegration in the new era, it is necessary to analyze from the perspective of pure market and the combination ofinvisible hand and visible hand, and follow the principle of market mechanism, service and assistance mecha-nism, supplemented by market mechanism, from dependence to active development. Tibet's integration into thesurrounding areas can follow the strategic framework of"eight development paths".
