人民解放军与进藏工作人员入藏前，西藏地方没有党组织。从1950至1965年，党在西藏建立起地方组织、基层组织，涵盖西藏工委领导机关、工作机关、党组及西藏工委下属分工委（市委）等的严密组织体系，其积累了宝贵经验：明确目标任务，组织工作先行；恪守组织原则，维护中央权威；根据实际情况，建设组织体系，对于做好新时代新阶段党的西藏组织体系建设工作具有重要启示意义。

Before the People's Liberation Army and related personnel entered Xizang, there were no Party organizations in Xizang. The CPC established a tight organizational system of local and grass-roots organizations in Xizang From 1950 to 1965, covering the leading organs, working organs, leading party groups and sub-working committees(municipal committees) under the Xizang Working Committee. This process accumulated valuable experience: Clear goals and tasks, organization work first; Abide by organizational principles and safeguard the authority of the CPC central committee; In light of the actual situation, the organizational system has been built. These experiences are of great enlightening significance to the CPC's organizational system building in Xizang in the new era and in the new stage.
