对边疆的认知和解读,不同的时代有不同理解,也造成了其在国家治理中不同的地位。在国家治理整体现代化和国家全面发展的时代背景下,边疆治理现代化的迫切性越发凸显。对我国边疆治理和边疆治理现代化,以及同国家治理现代化的关系进行理论探索、经验总结和前景展望,不仅是认真学习党的十九届四中全会精神的必然要求,更是对其进行贯彻和落实的应有之义。现代化的边疆亦或是边疆治理现代化是整个国家实现现代化不可或缺的一部分,边疆治理现代化本质上就是国家治理现代化的重要组成部分。只有实现边疆治理现代化,才能实现社会主义国家整体治理的现代化。

The cognition and interpretation of frontiers have different understandings in different times,leading to their different positions in national governance. In the era of the overall modernization of national gov-ernance and the overall development of the country, the urgency of modernizing frontier governance has becomeincreasingly prominent. The theoretical exploration, experience summarization, and prospects of China's frontiergovernance and the modernization of frontier governance, as well as the relationship with the modernization ofstate governance, are not only an inevitable requirement for studying the spirit of the Fourth Plenary Session ofthe 19 th Central Committee of the Party, but also implementing and the due meaning of implementation. Modern-ization of frontiers or frontier governance modernization is an indispensable part of the modernization of the en-tire country. Frontier governance modernization is essentially an important part of modernization of state gover-nance. Only by modernizing frontier governance can we modernize the overall governance of socialist countries.
