本文基于西藏农牧业的具体区情,认为农牧业在一个相当长时期内仍将是农牧民的生存保障。农牧业关系农牧民就业与收入、社会稳定及生态保护等。应在保护广大农牧户利益基础上推进农牧业现代化。当前重点是保障农牧业生产基础性条件,提高村社组织能力,整合土地便利农牧业生产,最后提出跳出农牧业推进农牧业现代化的对策建议。

This paper holds that agriculture and animal husbandry will remain the survival guarantee forfarmers and herdsmen in Tibet for a long time. The development of agriculture and animal husbandry affects theemployment and income of farmers and herdsmen, social stability and ecological protection. It is suggested thatthe modernization of agriculture and animal husbandry should be promoted on the basis of protecting the inter-ests of the vast number of farmers and herders. The current focus should be to ensure the basic conditions of agri-cultural and animal husbandry production, improve the organizational capacity of villages, integrate land to facili-tate agricultural and animal husbandry production, and finally put forward to jump out of agriculture and animalhusbandry to promote the modernization of agriculture and animal husbandry.
